Israel awaits Biden message on Iran deal amidst political uncertainty


Yair Lapid subentrerà a Naftali Bennett come primo ministro israeliano la prossima settimana in base a un complesso accordo di condivisione del lavoro. È una questione aperta  se Lapid intenda mantenere la politica aggressiva e conflittuale di Bennett sull'Iran e sull'accordo nucleare .

La visita del 13 luglio del presidente degli Stati Uniti Joe Biden in Israele arriva mentre l'ennesimo ciclo elettorale nazionale si riscalda e richiederà grande precisione, discrezione e sensibilità. Il suo programma include incontri con un primo ministro appena coniato, un nuovo primo ministro supplente, un presidente e forse un ex primo ministro in corsa per il ritorno alla premiership. È un campo minato politico per Biden e il suo staff.

L'ex primo ministro Benjamin Netanyahu sospetta che il presidente democratico, che ha servito come vicepresidente dell'ex presidente degli Stati Uniti Barack Obama ,aspira a sabotare le sue prospettive elettorali. Netanyahu è profondamente antipatico ai Democratici. Ci si può aspettare che i suoi avversari sfruttino questa ostilità e la loro calorosa amicizia con Biden.

Una delle domande più intriganti prima della visita è quale Lapid attenderà Biden in fondo alle scale dell'Air Force One, con le mani occupate dalla  questione altamente instabile dell'Iran e dal problema palestinese.

La questione palestinese è rimasta in gran parte dormiente da quando la Casa Bianca ha accettato con riluttanza i profondi limiti del governo alla guida di Israele dal giugno 2021. Questo  governo sarà cambiato quando Biden arriverà e non ci sarà più ansia per la sua sopravvivenza. Biden può quindi aspettarsi che Lapid offra concessioni più significative all'Autorità Palestinese e forse anche mosse diplomatiche concrete.

Lapid probabilmente risponderà a tali richieste nel suo stile tipicamente educato, chiedendo al presidente di rinviare tutte le nuove iniziative e idee a dopo le elezioni israeliane, probabilmente all'inizio di novembre.

Lapid guida il blocco di centro-sinistra sulla mappa politica di Israele ed è improbabile che una posizione favorevole ai colloqui con i palestinesi gli rechi danni significativi. Se  vuole vincere, Lapid mobilita almeno due o tre seggi alla Knesset dalla destra moderata. Lo stesso vale per qualsiasi contendente, sia Lapid, il ministro della Difesa Benny Gantz o il ministro della Giustizia Gideon Saar, che cercano di impedire a Netanyahu di raggiungere una maggioranza alla Knesset di 61 seggi e di cambiare profondamente Israele  come lo conosciamo.

L'imminente rotazione tra Bennett e Lapid, che dovrebbe entrare in vigore il 29 giugno, arriva in un momento cruciale quando le potenze mondiali riprendono i loro sforzi per raggiungere un nuovo accordo con l'Iran sul suo programma nucleare. Le agenzie di difesa israeliane sono divise sulla questione.

La direzione dell'intelligence delle forze di difesa israeliane (sia il suo attuale capo Aharon Haliwa che il suo predecessore Tamir Heyman) vede un accordo come la migliore tra le cattive opzioni nelle circostanze attuali. Il Mossad diretto da  David Barnea sostiene il punto di vista opposto. Gantz ha evitato di prendere posizione pubblicamente, ma è noto per essere più vicino al Mossad e al capo di stato maggiore dell'IDF, il tenente generale Aviv Kochavi sulla questione.

Bennett era fermamente contrario a qualsiasi accordo e nell'ultimo anno ha apportato modifiche strategiche alle politiche iraniane di Israele. Lapid è sulla stessa pagina o cambierà rotta? Lapid e Bennett hanno deciso di lasciare il portafoglio dell'Iran nelle mani di Bennett , ma indipendentemente da accordi e portafogli, l'uomo al timone di Israele entro la fine di questo mese sarà Lapid.

È improbabile che la leadership di Lapid auspichi un cambiamento nella politica israeliana sull'accordo con l'Iran. La scorsa settimana, Lapid ha chiarito le sue opinioni in risposta a un messaggio del rappresentante della politica estera dell'UE Josep Borrell che lo informava che si sarebbe diretto a Teheran per cercare di riavviare i negoziati in stallo. Secondo quanto riferito, Lapid ha risposto con rabbia, dicendo a Borrell che riprendere i negoziati è stato un " errore strategico " poiché l'Iran era interessato solo a giocare per tempo.

Un insolito  messaggio congiunto emesso da Lapid e Bennett il 18 marzo che esortava l'amministrazione Biden a non rimuovere il Corpo delle Guardie Rivoluzionarie Islamiche iraniane dall'elenco statunitense delle organizzazioni terroristiche è un'altra indicazione della mentalità di Lapid. Gantz ha rifiutato di firmare la dichiarazione.

Sebbene le opinioni di Lapid siano più vicine a quelle di Bennett che a quelle di Gantz e dell'intelligence militare, è più un compiaciuto che uno sfidante, specialmente sui legami di Israele con gli Stati Uniti. "La vera domanda", ha detto ad Al-Monitor una fonte diplomatica israeliana di alto livello in condizione di anonimato, "è se Biden può rassicurare Lapid sull'accordo con l'Iran e offrire sufficienti garanzie statunitensi per convincere Lapid a togliere il piede dall'acceleratore".

Gli associati di Gantz, che potrebbero competere con Lapid per il sostegno del centro-sinistra, sperano che Lapid si muova verso le opinioni del loro candidato sull'Iran. "Se gli americani optano per un accordo, otterranno un accordo con noi o senza di noi", ha detto ad Al-Monitor una fonte senior nel campo di Gantz in condizione di anonimato. Piuttosto che un approccio tutto o niente, ha aggiunto la fonte, "Israele dovrebbe lottare per profonde intese strategiche con gli americani combinate con un pesante pacchetto di risarcimenti".

La personalità di Lapid, le sue opinioni centriste e la sua profonda comprensione dell'importanza delle relazioni strategiche con gli Stati Uniti come base della sicurezza nazionale di Israele suggeriscono tutti che gli americani troveranno più facile fare affari con Lapid su un accordo con l'Iran che con Bennett ancora in ufficio




Yair Lapid is scheduled to take over from Naftali Bennett as Israeli prime minister next week under a complex job-sharing agreement. It's an open question whether Lapid intends to maintain Bennett’s hawkish, confrontational policy on Iran and on the nuclear agreement between it and world powers.

US President Joe Biden’s July 13 visit to Israel comes as yet another domestic election cycle heats up and will require great precision, discretion and sensitivity. His schedule includes meetings with a newly minted prime minister, a new alternate prime minister, a president and possibly a former prime minister running for a return to the premiership. It's a political minefield for Biden and his staff.

Former Prime Minister Benjamin Netanyahu suspects the Democratic president who served as vice president for former US President Barack Obama of aspiring to sabotage his electoral prospects. Netanyahu is deeply disliked by Democrats. His opponents can be expected to leverage this hostility and their own warm friendship with Biden.

One of the more intriguing questions ahead of the visit is which Lapid will await Biden at the bottom of the Air Force One stairs, his hands full of the highly volatile Iran issue and the Palestinian problem.

The Palestinian issue has been largely dormant since the White House reluctantly accepted the deep limitations of the government leading Israel since June 2021. But this government will have changed by the time Biden arrives and there will be no more anxiety about its survival. Biden may therefore expect Lapid to offer more significant concessions to the Palestinian Authority and possibly even concrete diplomatic moves.

Lapid would likely to address such requests in his typically polite style, asking the president to defer all new initiatives and ideas until after the Israeli elections, probably in early November.

Lapid heads the center-left bloc on Israel’s political map and a position favoring talks with the Palestinians would be unlikely to do him significant damage. But if he wants to win, Lapid mobilize at least two or three Knesset seats from the moderate right. The same would go for any contender, whether Lapid, Defense Minister Benny Gantz or Justice Minister Gideon Saar, trying to prevent Netanyahu from achieving a 61-seat Knesset majority and deeply changing Israel as we know it.

The upcoming rotation between Bennett and Lapid, likely to take effect June 29, comes at a crucial juncture as world powers resume their efforts to reach a new agreement with Iran on its nuclear program. Israel’s defense agencies are divided on the matter.

The Intelligence Directorate of the Israel Defense Forces (both its current head Aharon Haliwa and his predecessor Tamir Heyman) sees an agreement as the best among bad options under the current circumstances. The Mossad under director David Barnea holds the opposite view. Gantz has avoided publicly taking a stand, but is known to be closer to the Mossad and IDF Chief of Staff Lt. Gen. Aviv Kochavi on the matter.

Bennett was staunchly opposed to any agreement and made strategic changes to Israel’s Iran policies over the past year. Is Lapid on the same page, or will he change course? Lapid and Bennett have agreed to leave the Iran portfolio in Bennett’s hands after their rotation, but regardless of agreements and portfolios, the man at Israel’s helm by the end of this month will be Lapid.

Lapid’s leadership is unlikely to augur change in Israeli policy on the Iran agreement. Last week, Lapid made his views clear in response to a message from the EU’s foreign policy representative Josep Borrell informing him he was heading for Tehran to try to restart the deadlocked negotiations. Lapid reportedly responded angrily, telling Borrell that resuming negotiations was a “strategic mistake” as Iran was only interested in playing for time.

An unusual joint message issued by Lapid and Bennett on March 18 urging the Biden administration not to remove Iran’s Islamic Revolutionary Guard Corps from the US list of terrorist organizations is another indication of Lapid’s mindset. Gantz declined to sign on to statement.

While Lapid's views are closer to Bennett’s than to those of Gantz and military intelligence, he is more of a pleaser than a challenger, especially on Israel's US ties. “The real question,” a senior Israeli diplomatic source told Al-Monitor on condition of anonymity, “is whether Biden can reassure Lapid on the Iran agreement and offer sufficient US guarantees convincing Lapid to take his foot off the gas pedal.”

Associates of Gantz, who might compete with Lapid for the support of the center-left, hope Lapid shifts toward their candidate’s views on Iran. “If the Americans opt for an agreement, they will get an agreement with us or without us,” a senior source in Gantz’s camp told Al-Monitor on condition of anonymity. Rather than an all-or-nothing approach, the source added, “Israel should strive for deep strategic understandings with the Americans combined with a hefty compensation package.”

Lapid’s personality, his centrist views and his deep understanding of the importance of the strategic relationship with the United States as the underpinning of Israel’s national security all suggest that the Americans will find it easier to do business with Lapid on an Iran deal than with Bennett still in office.
