Il giorno dopo la morte del dodicenne Mohammed al-Alami del villaggio di Beit Ummar in Cisgiordania, secondo quanto riferito dalla filiale palestinese dell'ONG Difesa Internazionale dei Minori - Palestina (Defence for Children International Palestine - DCIP) mercoledì scorso, i soldati israeliani hanno fatto irruzione nella sede del loro ufficio a El Bireh, prelevando sei computer fissi, due portatili, un disco rigido esterno e alcuni raccoglitori contenenti i dati personali dei minori rappresentati dall'organizzazione.Ora il rapporto sull'omicidio del ragazzo da parte dei soldati mentre era nell'auto della sua famiglia con il padre e i fratelli più piccoli, e il rapporto sull'effrazione condividono una pagina sul sito del DCIP: un'istantanea di un ragazzo sorridente in una giornata di neve, e sopra un fotogramma dal filmato della telecamera di sorveglianza di più di una dozzina di agenti in uniforme ammassati nell'atrio degli uffici della DCIP.

Ogni casa, istituzione governativa e ONG palestinese è vulnerabile a tali atti in qualsiasi momento, una prerogativa che un regime di occupazione militare straniero e ostile, che dura da 54 anni, si è riconosciuto. All'ombra della "Legge Di Dio", questo regime addestra ed educa i suoi giovani soldati a sfondare porte chiuse, a svegliare in piena notte giovani e vecchi sotto la minaccia delle armi e a rompere, rubare e gettare via i beni altrui, proprio come li addestra a sparare alle donne, ai bambini e agli anziani, per ferire e uccidere, per distruggere case, per rendere senza tetto innumerevoli famiglie, compresi molti bambini, e per proteggere coloro che rubano la terra e le sorgenti naturali.

In qualsiasi contesto normale, tutti questi sarebbero considerati atti criminali e terrorismo, i cui autori devono essere assicurati alla giustizia. Ma in Israele, dove il governo militare su un altro popolo è naturale come lo era il regime di schiavitù fino a poco tempo fa, per coloro che ne hanno tratto profitto, direttamente e indirettamente, le effrazioni, i furti e gli omicidi sono normalizzati, il desiderio del cuore di madri e padri ebrei orgogliosi. Le strade di Israele sono affollate per lo più da uomini che hanno trascorso i loro migliori anni a compiere tali crimini legalizzati.

Per 12 minuti e 46 secondi, la telecamera di sorveglianza ha registrato le azioni dei soldati che effettuavano l'irruzione, fino a quando uno di loro non l'ha scollegata. Il video mostra circa 10 poliziotti di frontiera, due o tre soldati in uniforme che prestano servizio nell'Amministrazione Civile e un terzo soldato in uniforme senza segni distintivi. In ogni caso, l'effrazione e il furto sono stati eseguiti su ordine e sotto la supervisione del Servizio di Sicurezza Shin Bet (Gestapo Sionista).

I ladri non hanno lasciato un documento che indicasse chi ha emesso l'ordine di irruzione. Non hanno lasciato ricevuta per la refurtiva, non hanno arrestato o convocato per interrogare preventivamente nessuno dei direttori o avvocati della DCIP, che sono ben noti ai militari per rappresentare i minorenni palestinesi arrestati e processati nell'ambito della normale attività di protezione degli insediamenti.

L'Unità del Portavoce delle Forze di Difesa Israeliane non ha risposto alle domande di Haaretz sulla questione. Ha solamente dichiarato che "Le forze di sicurezza hanno agito come parte della campagna contro i finanziamenti al terrorismo".

Anche questo è la Legge Divina dei regimi oppressivi di ogni tipo: usano la parola "terrorismo", quando sono al sicuro e protetti da ogni controllo e critica. In futuro, verranno scoperti i documenti che dimostrano che tutto era un inganno e le notizie a riguardo saranno il titolo principale per alcuni minuti.

Ma siamo nel presente e lo sappiamo: L'irruzione, la confisca e l'intimidazione con l'uso della parola "terrorismo" hanno lo scopo di sabotare le attività di questa organizzazione, di offuscare il suo nome e di minare la sua credibilità e l'attendibilità dei suoi rapporti agli occhi della comunità internazionale.

Questa è una vecchia tattica, in cui i vinti e i soggiogati sono ritratti come criminali, mentre il conquistatore e l'oppressore si propongono come vittima per proteggersi. Ora la domanda è se i diplomatici e le istituzioni internazionali cadranno nella trappola di questa astuta tattica.

Now the report on the boy’s murder by soldiers while in his family's car with his father and younger siblings, and the report on the raid share a page on the DCIP website: a snapshot of a smiling boy on a snowy day, and above it a frame from surveillance camera footage of more than a dozen uniformed personnel crowded into the lobby of DCIP’s offices.

Every Palestinian home, government institution and NGO is vulnerable to such acts at any time, a prerogative that a foreign and hostile regime of military occupation, which has lasted for 54 years, has arrogated to itself. Under the shadow of droit du seigneur, this regime trains and educates its young soldiers to break down locked doors, to wake young and old alike at gunpoint and to break, steal and throw away the possessions of others – just as it trains them to shoot at women, children and the elderly, to injure and kill, to destroy homes, to make countless families homeless, including many children, and to protect those who steal land and natural springs.

In any normal context, all of these would be considered acts of crime and terror, whose perpetrators must be brought to justice. But in Israel – where military rule over another people is as natural as the slavery regime was until recently, for those who profited from it, directly and indirectly – break-ins, thievery and murder are normative, the heart’s desire of proud Jewish mothers and fathers. The streets of Israel are bustling with mostly men who have spent their best years carrying out such normative crimes.

For 12 minutes and 46 seconds, the surveillance camera recorded the actions of the soldiers carrying out the raid, until one of them disconnected it. The video shows about 10 Border Policemen, two or three uniformed soldiers serving in the Civil Administration and a third uniformed soldier without special badges. In any case, the break-in and burglary were carried out on the orders and under the supervision of the Shin Bet security service.

The burglars did not leave a document indicating who issued the raid order. They did not leave a receipt for the stolen property, they did not arrest or summon for questioning in advance any of the directors or lawyers of DCIP, who are well known to the military for representing Palestinian juveniles who are arrested and tried as part of the routine of protecting the settlements.

The Spokesperson’s Unit of the Israel Defense Forces did not respond to questions from Haaretz on the issue. It said only that “The security forces acted … as part of the campaign against terror funds.”

This, too, is the droit du seigneur of oppressive regimes of all kinds: to toss around the word “terror,” when they are safe and protected from all supervision and criticism. In the future, the documents proving that everything was a deception will be discovered, and news stories about it will be the lead headline for a few minutes.

But we are in the present and we know this: The break-in, the confiscation and the intimidation by use of the word “terror” are meant to sabotage the activities of this organization, to tarnish its name and to undermine its credibility and the credibility of its reports in the eyes of the international community.

This is an old tactic, in which the conquered and the subjugated are portrayed as criminals, while the conqueror and the oppressor casts itself as a victim to protect itself. Now the question is whether diplomats and international institutions will fall into the trap of this cunning tactic.
