Ieri, il direttore esecutivo della Gisha Tania Hary si è rivolto al Consiglio di Sicurezza delle Nazioni Unite a New York City. E' stata  invitata  per informare il Consiglio sulla situazione nella striscia di Gaza.  Si è espressa  anche sull' l'annuncio dell'amministrazione Trump che non vede più gli accordi della West Bank come una violazione del diritto internazionale. Hary ha sottolineato che l'isolamento di Gaza deve essere visto come " l'ostacolo principale [alla pace]," e come una scelta " guidata da  Israele . Come prova, ha citato il primo ministro Benjamin Netanyahu, che ha  dichiarato quest'anno " mantenere una separazione tra il PA  nella West Bank e Hamas a Gaza aiuta a prevenire la nascita di uno stato palestinese."

Hary ha sottolineato i pesanti danni -all'economia, alla società, alle famiglie e al benessere ,causati dalle ampie limitazioni di accesso che Israele impone ai palestinesi, in particolare in relazione al movimento tra Gaza el  a West Bank , nell'ambito della " politica di separazione." Mentre "  c'è stato un cambiamento nella pratica dei permessi da parte di Israele,  il quadro generale rimane lo stesso: Israele crede di poter " gestire " la situazione umanitaria a Gaza; ma ha interesse a mantenere  la frammentazione politica dei palestinesi che gli permette di perseguire l'annessione  nella West Bank .
Il mantenimento dell'occupazione indebolisce i valori universali della sicurezza e dei diritti umani sui quali  è stata fondata questa stessa istituzione," ha detto Hary. Ha poi elencato una serie di passi che possono essere presi per migliorare la vita dei residenti di Gaza e aumentare la stabilità nella regione, e ha aggiunto che " crediamo che la comunità internazionale dovrebbe sostenere una politica basata sul  massimo accesso possibile . Le procedure di sicurezza  devono essere limitate solo alle  modalità  necessarie e adeguate.  Molte persone in Israele possono vedere la mia partecipazione qui come un atto di tradimento ,  perché ci hanno insegnato che siamo noi o loro,ma  è proprio il contrario. Il benessere di Israele e dei  palestinesi è interconnesse e  così la reciproca sicurezza ."

*Gisha Executive Director Tania Hary at UN Security Council: The isolation of Gaza is also a primary obstacle to peace*

Yesterday, Gisha Executive Director Tania Hary addressed the United Nations Security Council in New York City. Hary, who was invited to brief the Council on the situation in the Gaza Strip, also weighed in on the current discourse generated by the Trump administration’s announcement that it no longer views West Bank settlements as a violation of international law. Hary emphasized that the isolation of Gaza must also be seen as “a primary obstacle [to peace],” and as something that is “driven by deliberate choices on the part of Israel.” As evidence, she cited Prime Minister Benjamin Netanyahu, who said this year that “maintaining a separation between the PA in the West Bank and Hamas in Gaza helps prevent the establishment of a Palestinian state.”

Hary stressed the heavy damage – to the economy, society, families, and well-being – caused by the sweeping access restrictions Israel imposes on Palestinians, particularly in relation to movement between Gaza and the West Bank, as part of the “separation policy.” While “certain practices” in Israel’s permit regime “have changed” over time, Hary explained, “the overall picture remains the same: Israel believes that it can ‘manage’ the humanitarian situation in Gaza; it has an interest in maintaining the physical and political fragmentation of Palestinians, which allows it to pursue annexation in the West Bank.”

“The erosion of norms entailed in maintaining the occupation undermines the universal values of security and human rights on which this very institution was founded,” said Hary. She then listed a number of steps that can be taken to improve the lives of Gaza residents and increase stability in the region, and added that “rather than allowing the minimum access necessary to prevent further crisis, we believe the international community should insist that Israel allow the maximum access possible, subject only to necessary and reasonable security procedures.”

“Many people in Israel may see my appearance here today as an act of disloyalty, because we've been taught that it's us or them,” Hary said. “In fact, it's just the opposite. The well-being of Israelis and Palestinians is interlinked and we should address Palestinian security just as much as we address Israeli security.”
