Il tribunale distrettuale di Gerusalemme ha vietato alla maggioranza dei giocatori di calcio di una squadra di Rafah di lasciare la Striscia di Gaza e di recarsi in Cisgiordania per la partita finale del campionato della Coppa di calcio palestinese.
. Il giudice Moshe Sobel ha accettato la posizione del coordinatore delle attività civili nei territori (COGAT) e le raccomandazioni del servizio di sicurezza Shin Bet, vietando a 23 giocatori di lasciare l'enclave costiera.
Il mese scorso Haaretz ha riferito che, per oltre due mesi, Israele ha impedito al detentore della coppa del calcio a Gaza, Khadamat Rafah, di fare una partita contro la sua controparte in Cisgiordania, una squadra del campo profughi di Balata vicino a Nablus. La prima partita si è tenuta a Gaza il 30 giugno, terminando con un pareggio 1: 1. La partita di ritorno era prevista per il 3 luglio. Il vincitore delle due partite avrebbe dovuto rappresentare la Palestina nei campioni asiatici.
Prima della partita di ritorno la squadra di Rafah ha presentato a Israele richieste dettagliate di permessi di uscita per 22 giocatori e per 13 funzionari e allenatori della squadra. Tre giorni prima della partita programmata, il portavoce della squadra ha appreso che quattro richieste erano state approvate, solo una per un giocatore. Le altre domande sono state negate "per motivi di sicurezza". È stata fissata una data alternativa per il 25 settembre e le richieste nuovamente rinviate a COGAT il 21 agosto. Lunedì scorso COGAT ha dichiarato che 12 dei richiedenti potevano viaggiare, solo 5 di loro erano giocatori. La sentenza del tribunale di lunedì ha respinto gli appelli degli altri richiedenti.
L'organizzazione no profit Gisha, che sostiene la libertà di movimento per i palestinesi, aveva presentato una petizione alla corte di Gerusalemme la scorsa settimana, chiedendo di consentire alla squadra di lasciare Gaza. La petizione evidenziava che la Palestine Cup è riconosciuta dalla FIFA, l'associazione internazionale di calcio e che un ulteriore ritardo avrebbe minacciato la partecipazione del vincitore alle partite internazionali.
Gisha ha anche sostenuto che eventi sportivi come questo rientrano nella ristretta gamma di criteri definiti da Israele come giustificativi per autorizzare il viaggio tra le aree palestinesi. "La facilità con la quale lo stato contrassegna ripetutamente i palestinesi come minacce per la sicurezza, sembra essere una procedura ampia e arbitraria che ignora il grave danno arrecato al tessuto della vita civile nei territori palestinesi", affermano gli attivisti di Gisha. COGAT afferma che ogni richiesta viene esaminata individualmente e accuratamente, sulla base di criteri che compaiono sul loro sito Web, nonché su considerazioni di sicurezza. The Jerusalem District Court has barred the majority of the soccer players of a Rafah team from leaving the Gaza Strip and traveling to the West Bank for the return final match in the Palestinian soccer cup championship.
The ruling has thereby prevented the game from taking place. Judge Moshe Sobel accepted the position of the Coordinator of Civil Activities in the Territories (COGAT) and recommendations by the Shin Bet security service, prohibiting 23 players from leaving the coastal enclave. He also recommended to strike the petition that had been submitted on this issue.Last month, Haaretz reported that for over two months, Israel has been preventing the soccer cupholder in Gaza, Khadamat Rafah, from going for a return match against its West Bank counterpart, a team from the Balata refugee camp near Nablus. The first match was held in Gaza on June 30, ending in a 1:1 draw. The return match was scheduled for July 3. The winner of the two matches is supposed to represent Palestine in the Asian champions’ league.
Ahead of the return match, the Rafah team submitted to Israel detailed requests for exit permits for 22 players and 13 team officials and coaches. Three days before the scheduled match, the team’s spokesman learned that four requests had been approved, only one of them for a player. The rest were denied “for security reasons.” An alternative date was set, September 25, and the requests were re-submitted to COGAT on August 21. Last Monday, COGAT said 12 of the applicants could travel, only 5 of them players. Monday’s court uling denied the appeals of the other applicants.

There is also coordination with the Palestinian Authority,'s ministry for civil affairs in the which passes its considerations to Israel. Justice Sobel noted in his ruling that the security service had shown him reports indicating that the requests had been examined individually for each petitioner, so that a rejection would have been given for an exit for any other reason as well.
