Edo Konrad : Israele deporta una ragazza di 14 anni a Gaza - senza dirlo ai suoi genitori

Le autorità israeliane hanno deportato una ragazzina palestinese di 14 anni, proveniente dalla Cisgiordania, nella striscia di Gaza all'inizio di questo mese, senza avvisare i suoi genitori e nonostante il fatto che lei non abbia mai vissuto lì un giorno nella sua vita.

Ghada , nata a Ramallah dove i ha vissuto gran parte della sua vita, è stata arrestata dagli agenti della polizia di frontiera israeliana il 13 gennaio per essere stata a Gerusalemme senza permesso militare.Stava tornando a casa sua a Ram, appena a nord-est di Gerusalemme, dove vive con sua madre e i suoi fratelli.Era andata a trovare sua zia .Suo padre, sebbene originario della Striscia di Gaza, attualmente vive  nella West Bank, così sua madre ha detto al gruppo israeliano per i diritti umani HaMoked che rappresenta la famiglia. Quando Ghada è nata, le autorità israeliane hanno inserito il suo indirizzo a Gaza per un motivo sconosciuto.

Dopo il suo arresto, Ghada è stata interrogata dalla polizia israeliana e portata  alla Magistrate's Court di Gerusalemme  senza la presenza dei genitori. La polizia ha chiesto alla corte di estendere la sua detenzione, ma citando la sua età il giudice Eitan Cohen ne ha ordinato il rilascio . La sua famiglia ha pagato una cauzione di 1.500 NIS.

Questo non è stato il primo arresto di Ghada per non avere il permesso rilasciato dall'esercito israeliano,ma  questa volta le autorità l'hanno deportata in un posto che non aveva mai visto, dove aveva solo parenti lontani che non aveva mai incontrato e senza informare i genitori di dove si trovava.

Secondo HaMoked: Centro per la difesa dell'individuo, Ghada è stata svegliata dalle guardie carcerarie alle 5:00 del 15 gennaio . L' hanno assicurato  che sarebbe stata rilasciata al checkpoint Qalandiya  poco lontano dalla sua città natale. Invece, dopo ore di viaggio, gli agenti del servizio carcerario israeliano l'hanno lasciata all'Erez Crossing, l'unico terminal passeggeri che collega Israele a Gaza.

Secondo Ghad   un rappresentante dell'Autorità palestinese sul lato della traversata di Gaza, ha notato che era visibilmente in difficoltà e l'ha portata a casa sua, dove è rimasta con la sua famiglia durante la notte. Il giorno successivo  il funzionario dell'Autorità Palestinese ha aiutato Ghada a mettersi in contatto con sua madre per farle sapere cosa fosse successo. Attualmente vive con i parenti di suo padre che non ha mai incontrato.

Ghada soffre di epilessia e ha convulsioni ogni tre o sei mesi.Attualmente è sottoposta a trattamento medico presso l'Al Amal Medical Center in a-Ram.

Secondo HaMoked ci sono circa 21.000 palestinesi che vivono in Cisgiordania, ma  con indirizzo a  Gaza. Israele che controlla il registro della popolazione palestinese, rifiuta di aggiornare il registro  e li considera "stranieri illegali" a meno che non abbiano un permesso militare speciale per vivere in Cisgiordania.

Nel 2012, a seguito di una petizione dell'Alta Corte, l'esercito israeliano si è impegnato a non deportare i palestinesi  con l' indirizzo di Gaza, se si fossero trasferiti  in Cisgiordania prima del ritiro di Israele da Gaza nel 2005. Secondo i dati forniti dall'esercito a HaMoked, 27 I palestinesi in Cisgiordania sono stati rimpatriati con la forza nella striscia di Gaza l'anno scorso, segnando un forte aumento rispetto agli anni precedenti.

+972 ha  inviato richieste al Servizio penitenziario israeliano e all'esercito israeliano chiedendo spiegazioni e domandando cosa si sta facendo per riunire Ghada alla  sua famiglia. Pubblicheremo le loro risposte se e quando le riceveremo.

HaMoked ha inviato una lettera al comandante dell'esercito israeliano responsabile della West Bank chiedendogli di risolvere immediatamente la situazione. Prevede di presentare una petizione di emergenza alla Corte Suprema di Giustizia se la situazione di Ghada non verrà risolta entro giovedì.

Ghada, who was born in Ramallah where she has lived much of her life, was arrested by Israeli Border Police officers on January 13 for being in Jerusalem without a military permit. She was traveling back to her home in a-Ram, just northeast of Jerusalem where she lives with her mother and siblings, from her aunt’s home in the East Jerusalem neighborhood of Issawiya. Her father, though originally from the Gaza Strip, currently lives in the West Bank as well, her mother told Israeli human rights group HaMoked, which is representing the family. When Ghada was born, Israeli authorities listed her address as Gaza for an unknown reason.
Following her arrest, Ghada was interrogated by Israeli police and taken to a remand hearing at the Jerusalem Magistrate’s Court two days later, during which her parents were not present. Police requested the court extend her detention, but citing her age Judge Eitan Cohen ordered her released. Her family paid NIS 1,500 bail.
This was not Ghada’s first arrest for not having the right Israeli army-issued permit. Unlike those previous instances, however, this time the authorities deported her to a place she had never been, where she had only distant relatives whom she had never met, and without notifying her parents of where she was.
According to HaMoked: Center for the Defense of the Individual, Ghada was woken up by prison guards at 5:00 a.m. on January 15 and told that she was going to be released at the Israeli army’s Qalandiya checkpoint, which is just a few minutes’ drive from her hometown. Instead, after hours of travel, Israel Prison Service officers dropped her off — after dark — at the Erez Crossing, the only passenger terminal connecting Israel to Gaza.
According to Ghada, a representative of the Palestinian Authority on the Gaza side of the crossing noticed she was visibly distressed and took her to his home, where she stayed with his family overnight. The next day, the PA official helped Ghada get in touch with her mother to let her know what had happened. She is currently staying with her father’s relatives, whom she had never met.
Ghada suffers from epilepsy and has seizures every three to six months. She is currently undergoing medical treatment is being treated at Al Amal Medical Center in a-Ram.
According to HaMoked, there are approximately 21,000 Palestinians living in the West Bank but whose addresses are listed as Gaza. Israel, which controls the Palestinian population registry, refuses to update their address and considers them “illegal aliens” unless they have have a special military permit to live in the West Bank.
In 2012, following a High Court petition, the Israeli military committed not to deport Palestinians with a Gaza address if they had moved to live in the West Bank before Israel’s disengagement from Gaza in 2005. According to data provided by the military to HaMoked, 27 Palestinians in the West Bank were forcibly returned to the Gaza Strip last year, marking a sharp increase from previous years.
+972 sent queries to the Israel Prison Service and the Israeli army asking how this happened and what is being done to reunite Ghada with her family. We will publish their responses if and when they are received.
HaMoked sent a letter to the Israeli army’s commander responsible for the West Bank asking him to resolve the situation immediately. It plans to file an emergency petition in the High Court of Justice if Ghada’s situation isn’t resolved by Thursday.
