Venti passi che rovesceranno la situazione – che sarà di gran lunga meno dolorosa dell’alternativa.

Israele è come un avaro che riduce gradatamente il foraggio con cui nutre il suo cavallo.

Ha perfezionato la politica della divisione, dello sgretolamento e della conquista che ha completato contro i palestinesi e ha fatto anche di più, quando ha diviso la capitale – Gerusalemme est – dalla sua gente. Come quell’avaro, Israele ha pensato che questo potesse funzionare per guadagnare un posto nel libro dei Guiness dei successi coloniali. Ma il cavallo è morto e i palestinesi di Gerusalemme si stanno ribellando. L’avaro è scosso.

Come ha fatto il cavallo a morire proprio appena si stava abituando a non essere nutrito? Molti israeliani sono scossi. Da dove viene questa violenza?

I portavoce ufficiali sono riusciti a confondere l’opinione pubblica. “I palestinesi di Gerusalemme Est non vogliono vivere sotto l’Autorità Palestinese, un segno che la nostra guida fa loro bene”, hanno detto. “Vogliono i contributi della previdenza sociale e l’assicurazione sanitaria”, coloro che sanno hanno detto vantandosi ai giornalisti. Coloro che sanno, ovviamente, non aggiungono mai che Israele ha la diretta e criminale responsabilità dell’impoverimento dei palestinesi che vivono nelle città annesse e di averli gettati in quelle condizioni di necessità.

“I palestinesi di Gerusalemme vogliono la cittadinanza perché Israele è fantastico”, hanno pure detto quando i numeri delle domande di cittadinanza sono stati resi noti, ma evitano di menzionare un semplice fatto: i palestinesi gerosolomitani chiedono la cittadinanza per assicurarsi di non essere espulsi dal loro paese e dalla loro città natale. Il pezzente pensa che Gerusalemme, lontana dagli occhi e proibita ai visitatori, sarebbe dimenticata dal resto dei palestinesi. Il pezzente ha torto. Se gli ebrei gerosolomitani vogliono fermare il disastro che si sta per sviluppare a Gerusalemme ed altrove, devono pretendere che il governo israeliano:

* Faccia avviare immediatamente un’inchiesta relativa all’uccisione di Fadi Alun avvenuta la scorsa settimana, che è stato ucciso da un poliziotto non identificato finchè era steso a terra ferito.

* Siano fermate le incursioni armate della polizia nei quartieri come Isawiyah e Jabal Mukkaber, e si smetta di picchiare gli abitanti e di spruzzare le loro case con acqua fetida.

*  Si cancellino le restrizioni d’ingresso per i palestinesi alla città vecchia di Gerusalemme e Al-Aqsa.

*  Si ordini alla polizia di smettere di dare i traffic tickets ai palestinesi per le ragioni per cui non li distribuirebbero mai agli ebrei.

* Si cancelli il divieto sul Morabiton e Morabitat (guardie del Movimento islamico sul monte del Tempio) e si elimini il divieto ai palestinesi, incluso MKs, a gridare e a protestare.

* Vengano rilasciati i dimostranti palestinesi arrestati lo scorso anno (che non sono sospettati di usare armi mortali, o assassini o abbiano  tentato assassinii).

* Si dia inizio immediato agli emendamenti per l’entrata in vigore della residenza ufficiale che renderebbe chiaro che gli abitanti di Gerusalemme non possano mai avere la loro residenza revocata, anche se vivono fuori città.

* Si ristabilisca immediatamente lo stato di residenza ufficiale ai 14.000 abitanti di Gerusalemme (e ai loro discendenti) per i quali ora è revocata fin dal 1967.

* Si eliminino gli ordini di demolizione emessi contro le case palestinesi che erano state costruite in città senza i permessi.

* Vengano restituite tutte le terre di Gerusalemme est espropriate o vengano assegnate regioni di terra per ripristinare quelle destinate a insediamento urbano (i.e. “quartieri ebraici di Gerusalemme”).

* Si cominci la pianificazione di progetti di alloggi con finanziamenti pubblici israeliani per palestinesi con la guida di progettisti palestinesi, attivisti sociologi sociali.

* Si espropri “Sharon House” nel quartiere musulmano della vecchia città e lo si trasformi in quartiere per progettisti del programma edilizio sopra citato.

* Si cominci immediatamente a riparare le infrastrutture e gli edifici di Gerusalemme est, e si aumentino lì i servizi pubblici.

* Si ordini la rimozione entro un anno dei colonizzatori nazionalisti e fanatici e le loro istituzioni dalla città vecchia e dai quartieri di Gerusalemme est a causa del rischio verso la sicurezza pubblica, la legge e l’ordine nell’intera zona.

* Sia aperta la ORIENT HOUSE affinchè possa servire come i quartieri PLO della città.

* Si chieda scusa per i 50 anni di espulsioni, discriminazione, umiliazione e povertà.

* Si ammetta che tutti questi passi sono un preludio alla demolizione del muro che separa Gerusalemme in due parti: est e ovest.

* Si ammetta che l’attuale sistemazione è un disastro nazionale che minaccia il benessere della terra e dei due popoli. Si preveda un piano quinquennale per portare a casa i coloni della West Bank, o trasformarli in cittadini rispettosi della legge senza diritti eccessivi nello stato palestinese, materia per il consenso dello stato e le testimonianze  dei crimini dei coloni in questione. Questo includerebbe i coloni nella città vecchia di Gerusalemme e a Hebron. Allo stesso modo, si ammetta che tutte le comunità, dove i coloni vivono, saranno aperte senza costi a tutti i palestinesi che scelgono di vivere lì, come parte di un piano di compensazione e risarcimento.

* Si dichiari che tutti i passaggi sono in preparazione della trasformazione di Gerusalemme est in capitale dello stato palestinese, seguendo negoziati accelerati in uno stretto piano di ritrattazioni.

Illusione? Al momento tutto questo sarebbe meno doloroso della distruzione di questa terra e dei due popoli che vivono in essa.

Twenty steps that will reverse the situation – and be far less painful than the alternative.

Israel is like the miser who gradually reduced the fodder he fed his horse. It has perfected the policy of divide, crumble and conquer that it implemented against the Palestinians and did even better when it cut off the capital – East Jerusalem – from its people. Like that miser, Israel thought this would work and earn it a place in the Guinness Book of colonial successes.
But the horse died and Jerusalem’s Palestinians are rebelling. The miser is shocked. How did the horse die just as it was getting used to not eating? Many Israelis are reeling. Where did this violence come from?
Official spokesmen have succeeded in confusing public opinion. “The Palestinians in East Jerusalem don’t want to live under the Palestinian Authority, a sign that our rule is good for them,” they said. “They want the National Insurance payments and health insurance,” those in the know boasted to journalists. Those in the know, of course, never add that Israel bears direct criminal responsibility for the impoverishment of the Palestinians in the annexed city and for turning them into welfare cases.

“The Palestinians in Jerusalem want citizenship because Israel is terrific,” they said, as they released numbers of those applying, but avoided one simple fact: Jerusalem Palestinians seek citizenship to assure they won’t be expelled from their country and hometown.
The miser thought that Jerusalem, out of sight and blocked to visitors, would be forgotten by the rest of the Palestinians. The miser is wrong. If Israeli Jews want to stop the disaster brewing in Jerusalem and elsewhere, they must demand that the Israeli government:

* Immediately launch an investigation into last week’s killing of Fadi Alun of Isawiyah, who was shot to death by an unidentified policeman when he was lying wounded on the ground.

* Stop the armed police raids of neighborhoods like Isawiyah and Jabal Mukkaber, and stop beating residents and spraying their homes with foul-smelling water.
* Cancel all the entrance restrictions for Palestinians to Jerusalem’s Old City and the Al-Aqsa compound.
* Order the police to stop giving traffic tickets to Palestinians for reasons they would never use to issue them to Jews.
* Cancel the ban on the Morabiton and Morabitat (Islamic Movement guards on the Temple Mount) and cancel the prohibition on Palestinians, including MKs, to shout and curse.
* Release Palestinian demonstrators arrested over the past year (who are not suspected of using deadly weapons, or murder or attempted murder).
* Cancel the policy of house demolitions as a collective punishment and immediately compensate those who have been its victims.
* Immediately initiate amendments to the entry residency laws that would make it clear that Jerusalemites can never have their residency revoked, even if they live outside the city.
* Immediately restore residency status to the some 14,000 Jerusalemites (and their descendants) who have had it revoked since 1967.
* Cancel all the demolition orders issued against Palestinian homes that were built in the city without permits.
* Restore to East Jerusalem all the lands expropriated from it or allocate comparable tracts of land to replace those allocated to settlements (i.e. “Jewish neighborhoods of Jerusalem”).
* Begin to plan Israeli-financed public housing projects for Palestinians under the guidance of Palestinian planners, sociologist and social activists.
* Expropriate “Sharon House” in the Old City’s Muslim Quarter and turn it into the headquarters for the planners of the above-mentioned housing program.
* Immediately begin repairing infrastructures and buildings in East Jerusalem, and improving municipal services there.
* Order the removal within a year of nationalist, zealous settlers and their institutions from the Old City and other East Jerusalem neighborhoods, because of the risk they pose to public safety and to law and order in the entire area.
* Open Orient House so it can serve as the city’s PLO headquarters.
* Apologize for 50 years of expulsions, discrimination, humiliation and impoverishment.
* Declare that all these steps are a prelude to demolishing the wall that separates the West Bank from East Jerusalem.
* Declare that the settlement enterprise is a national disaster that threatens the wellbeing of the land and its two peoples. Announce a five-year plan for bringing the West Bank settlers back home, or turning them into law-abiding citizens with no excessive rights in the Palestinian state, subject to that state’s consent and the criminal records of the settlers in question. This would include the settlers in Jerusalem’s Old City and in Hebron. Similarly, declare that all the communities where settlers live will be open at no cost to any Palestinian who chooses to live there, as part of a plan of compensation and reparations.
* Declare that all these steps are in preparation for turning East Jerusalem into the capital of the Palestinian state, following accelerated negotiations on a tight timetable of withdrawals.
Delusional? Actually, all this would be far less painful than the destruction of this land and the two peoples who live in it.
